In June 2004 the Department's rules requiring vapor recovery testers to be licensed through the Department’s RSA and RSR program became effective.  The Department is currently implementing a program to comply with these requirements.  On March 2 and 3, 2005 the Department offered the initial training and testing required under A.A.C.
