In June 2004 the Department's rules requiring vapor recovery testers to be licensed through the Department’s RSA and RSR program became effective. The Department is currently implementing a program to comply with these requirements. On March 2 and 3, 2005 the Department offered the initial training and testing required under A.A.C. R20-2-601. In an effort to make implementation of this program more effective for the Department and the RSR community the Department is implementing the program in Phases.

Phase IV – Compliance Review of RSA and RSR
In order to conduct vapor recovery testing you must be licensed by the Department. The information on this page will give you access to the printed materials and information you need to become an RSR for vapor recovery and to perform those duties.

EXAM TEST LOCATION
An appointment must be made by calling (602) 771-4933. Arizona Department of Weights and Measures
You must have the following materials with you at the time of the training and testing in order to take the exam: CARB Executive orders, Test procedures, Copy of the Department issued SOP, and a copy of the regulations. Additionally, you must have submitted the RSA and RSR application to the Department prior to the training and testing.
